The Heimat Deck Hat was originally designed for sailors and fishermen, before being adopted by the USN where it was commonly referred to as a 'watch cap'. They were used to protect soldiers from the elements when they were on deck for their watch - hence the name.
Away from the sea, this style of Hat become popular with mountaineers to protect them from falling gravel when on the wall, and most importantly could be worn above the ears to make sure you were able to communicate with your partners at all times.
